Project Overview

Through Translating Data for Implementation (Data.FI) award, Palladium is seeking a Health Information System (HIS) Advisor to oversee the strategic governance and sustainability of health informatics activities under the guidance of the National Department of Health (NDoH) in South Africa.

Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analyses of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.

In South Africa, Data.FI is supporting the Republic of South African National Department of Health (NDoH) to strengthen the national health information system through the implementation of a generic interoperability architecture and interactive analytical platform providing bespoke visual analytics and reports to wide-ranging users at all levels of the South Africa TB/HIV Response in order to provide clinicians, program managers, and policy makers with the reliable data needed to provide continuity of patient care, monitor and improve the performance of health programs, and make informed policy and resource allocation decisions.

The NDoH Consolidated Health Informatics of South Africa (CHISA) portal accesses and integrates information across disparate health sector information systems with the aim of achieving patient linkage and longitudinal clinical management. Using the consolidated National TB/HIV dataset as the initial point of departure, data from other relevant health information systems is linked and layered to form the most complete picture of patient care while ensuring the widest possible coverage of public health facilities. The NDoH informatics portal’s analytics and reports address data needs across the TB-HIV cascades for routine reporting, continuous quality improvement, outcomes measurement, and predictive analytics.

Data.FI works under the direction of and in collaboration with the NDoH on all activities related to the development, production, operationalization and governance of the CHISA portal.

Job Overview

We are looking for a multi-talented hire to join our growing team in South Africa. The hire will be responsible for supporting the NDoH to facilitate access and use of the CHISA portal through the strengthening of governance and compliance to the Protection of Personal Information (POPI) Act. Further, this hire will also be responsible for ensuring the sustainability of the system from both a user perspective as well as an ownership perspective.

It is expected that the HIS Advisor will work closely in support of and in collaboration with the NDoH-approved POPI legal experts and will be led by the health sector regulations and health sector Code of Conduct in all aspects of their work. This will ensure that any governance policies, user access frameworks, and user access standard operating policies are in line with and compliant to the legislation.

It is envisioned that the HIS Advisor will work closely with the Data.FI South Africa Country Director, and in collaboration with the NDoH CHISA steward, in facilitating stakeholder engagements and coordination, and will lead the consultative development of an access framework and standard operating procedures to address both standard and ad hoc access requests for both internal and external stakeholders, donor agencies, and research entities, as well as the development of a capacity building plan for approved users of the system to access, interpret, and use the routine analytics.

While the NDoH currently drives the use and vision of CHISA, the technical heavy-lifting and financial support to implement the vision is provided through Data.FI. The long-term vision for sustainability is that the CHISA portal will be maintained fully through the NDoH Health Informatics Directorate. Building on the current approach working hand in hand with NDoH, the Sustainability and Governance Project Manager will establish a sustainability plan to ensure that all technical and operational processes to maintain and use the CHISA portal are fully accounted for through documentation and standard operating guidelines.

Responsibilities

– Facilitate and coordinate with NDoH-approved legal experts to ensure submission of Protection of Personal Information (POPI) Code of Conduct for the health sector,

– Oversee, in collaboration with the NDOH approved legal experts, the development of a user- friendly POPI reference guide which clearly outlines the health sector POPI regulations and what these mean to activities within and specific levels of the health system, as well as clearly outlining the roles and responsibilities of the health system and associated external stakeholders,

– Establishment of the CHISA portal Access Policy and Framework which aligns with the Health Sector Code of Conduct and references the NDoH Data Request Committee,

– Establishment of the CHISA capacity building strategy and associated implementation plan, guided by the User Access Framework, to ensure ongoing support is provided to end-users, managers and stewards of the system ensuring they are empowered to ensure continued sustainability of CHISA,

– Establishment of a resource and skills sustainability plan, based on a human resource and financial needs assessment, to support the CHISA system which allows for the full transition of CHISA to the National Department of Health Informatics Directorate.

– Establishment and facilitation of NDoH lead stakeholder coordination mechanism and technical working groups as required,

Required Qualifications, Professional Experience and Core Competencies

– Master’s degree in Public Health, Organisational Development, Health Informatics, Health Ethics preferred

– Professional experience in health informatics. This should include at least five years’ experience in health informatics project management and, or overseeing the implementation of health informatics projects at the national level

– Professional project management experience overseeing complex systems that integrate with multiple other systems and require engagement from multiple system owners

– Demonstrated professional experience working with high-level stakeholders, such as national and provincial government, multi-lateral and bi-lateral development agencies, research institutions and parastatal organisations

– Demonstrated experience managing international development projects, including stakeholder coordination

– Demonstrated experience in working within a multi-disciplinary team in a fast paced, technically and politically challenging environment

– Demonstrated experience providing technical assistance and coordination support in the design of digital health project activities

– Demonstrated experience working with South African public health section information system stewards is an added advantage

– Knowledge of the South African National Department of Health policies and governing committees

– Possess technical writing skills and ability to support development of and review work products such as: system and stakeholder mapping, system owners and system funding sources, data / user access and data use agreements and frameworks
capacity building plans, sustainability and resource transition planning

– Ability to take direction and to iteratively define and implement frameworks as requirements are being identified and finalized,

– Excellent written and verbal communication skills (Email, Skype, GoToMeeting, Microsoft Teams, PowerPoint)

– Excellent leadership, management, coordination, interpersonal and teamwork skills.

– Current residence in, or legal authorization to work in South Africa and the ability to relocate back to South Africa
