Role Context:

The role holder will support the LAM & Mexico DBS Chief Control officer as well Group DBS CCO on the execution of our service catalogue.

Role purpose:

  • The role holder will partner with the LAM / Mexico DBS Chief Control Officer to ensure delivery of risk based, strategic outcomes, including informing and advising on risk and control issues, initiatives and updates that impact LAM countries, supporting the DBS Function Heads to manage the LAM DBS risk profile and designing strong sustainable controls.
  • You will be a key leader within the LAM DBS CCO Function. The purpose of the CCO function is to enable colleagues within HSBC Digital Business Services (DBS) to deliver safe and secure services to all our customers, colleagues and the Bank itself. This will be achieved by:
  • Enforcing robust risk governance and ensuring all stakeholders have visibility of key risks and any remediation activity.
  • Partner and advise on setting, communicating and monitoring risk appetite in line with business requirements, including appropriate support and challenge.
  • Conducting high quality and efficient reviews of our control performance.
  • Facilitating controls remediation where required.
  • Raising awareness and understanding of risks, controls and risk management.
  • Continuously improving the control and monitoring of risk, including behaviours.
  • Embedding the bank’s Risk Management Framework

Role holders will carry out activities that will include most of the following:

  • Promote risk and control decision-making based on quality data and commercial analysis
  • Provide specialist risk and control knowledge and insights
  • Identify trends to anticipate future developments in the risk and control environment
  • Actively challenge poor, inefficient or excessive controls, related tasks and behaviours
  • Drive the development and implementation of future-fit risk management frameworks
  • Influence and shape the development of regulatory frameworks in collaboration with internal parties
  • Promoting desired behaviours and a positive risk culture
  • Acting as escalation point for complex issues
  • Delivery of Priorities and strategy for DBS Chief Control Office

Principal Accountabilities:

  • Strategy Definition:
  • Support DBS Management in matters related to Active Risk Management, Governance & Oversight, Appropriate Risk Reporting, Issue Management etc.
  • Drive a Business Partnering approach to ensure a close understanding of individual business requirements and providing customised strategies that align to overall Group and CCO objectives and actively support individual and business specific needs on an end-to-end basis
  • Execution:
  • Deliver end-to-end delivery of CCO Services to LAM DBS stakeholders in accordance with agreed service catalogue & SLAs and which enhance CCO reputation across HSBC.
  • Deliver services in accordance with regulatory and internal governance requirements.
  • Collaborate across DBS CCO identifying and delivering opportunities to continually transform, reduce complexity and duplication
  • Ensure regular RCMM meetings are held in line with HSBC guidelines, including tabling and review of all key risk and control metrics
  • Where risk and control metrics are not immediately available, the role holder will be required to devise and implement a plan to achieve production of appropriate risk and control metrics.
  • Ensure personal and cross-business understanding of all policies and procedures relevant to the business. Identify and address procedural pain points, and automate manual processes in order to drive improved ease of control and risk management within individual teams.
  • Risk Management and Controls:
  • The role holder will continually reassess operational risks and likelihood of operational risk occurring. This will be achieved by reviewing risks associated with the role and inherent in the business, or as identified by the DBS CCO, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and impact of new processes.
  • The role holder addresses any areas of concern in conjunction with line management and/or the appropriate department.
  • Co-ordinate the risk process requirements in the region across all DBS Functions to meet all global processes
  • Manage risk MI & Governance processes for reporting to the key Risk stakeholder meetings
  • Develop and co-ordinate key regulatory reporting across DBS for internal stakeholders and to meet external Regulatory requirements on a regular and ad-hoc basis
  • LAM and Mexico COO:
  • Support LAM and Mexico DBS Function heads to fulfil the Senior Manager accountability where required.
  • Research and produce management reports, presentations, paper and periodic updates on Risk matters

Customers and Stakeholders

  • External Stakeholders:
  • Support engagement with regulators to understand current and future regulatory requirements related to DBS CCO
  • Internal Stakeholders:
  • Develop strong relationships with Businesses and functions, 2LoD, 3LoD, entity and DBS CCO leadership to be able to effectively deliver the CCO Services they require

Major Challenges

  • The role holder is accountable for execution of Global Risk and Control policies and frameworks for risk management across DBS. This role requires a significant level of oversight, communication and management and is required to manage and liaise with all HSBC areas, external parties and regulators at the senior levels of management.
  • The role holder will be required to undertake active stakeholder coordination with all DBS Functions and working in partnership with the LoBs/GFs Chief Control Office community.
  • The role holder will be responsible for first line of defence activity, and will engage with second and third line of defence proactively and collaboratively to ensure the consistent and effective implementation and performance of operational risk framework and control assurance of the first line of defence.


The role holder will have knowledge, skills and experience in the following areas:

Knowledge and Capabilities

  • Deep knowledge and expertise in Risk Management framework and its applicability, analysis of MI & Reporting, DBS Functions activities, key risks applicable to DBS i.e. Third party and supplier management, Resilience, Data Management, Regulatory Compliance and FCR, etc.
  • Ability to develop trusted adviser status with key Executive stakeholders through SME expertise, industry experience and track record; ability to understand desired Business outcomes across the matrix and ability to translate in to well communicated and clearly articulated strategies
  • Leadership in driving change and transformation programmes through a Global organization – both to own teams and structures and jointly with the Business through supporting and delivering changing workplace strategies


  • 8 – 10 years of banking industry experience in senior positions working in areas of Non-Financial Risk Management, In business risk and control, Risk Management Governance, Operational Risk, Audit, and Risk Stewardship.
  • Prior experience of working in a global matrixed organisation is needed.
  • Experience in supporting key change management programmes related to Non-Financial Risk Management.

Qualifications and Accreditations

  • Bachelor in Accounting and Finance
  • Excellent Spanish & English writing and oral skills are mandatory (Portuguese a plus)
  • Desirable certifications: CAMS, IIA, COSO
